How to Choose a Staffing Agency in Islamabad and Rawalpindi: A Checklist for Employers

An operations manager in Rawalpindi asks two "staffing agencies" for a quote on ten warehouse workers. The first quotes a one-time fee for each person hired, after which the workers join the manager's payroll. The second quotes a monthly charge per head, because its workers stay on the agency's own payroll. Both are called staffing agencies, and the two quotes cannot be compared, because they describe different products.

Staffing agency, recruitment agency, manpower supplier: what is the difference?

In everyday use in Pakistan, the words overlap. What matters is what you actually receive and who becomes the employer. This article is about agencies that place staff with employers inside Pakistan, not about overseas employment promoters, which are a separate kind of business.

Ten questions to ask any staffing agency

  1. Which model are you quoting me? Ask them to name it, and who will be the employer.
  2. How do you screen candidates? Look for identity checks against the CNIC, reference checks with previous employers, and an assessment of the skills the role needs. "We shortlist good people" is not an answer.
  3. How do you charge, and when? Find out whether the fee is due only when someone is hired, or as a retainer up front.
  4. What happens if the hire leaves? Ask how long the replacement cover lasts and what triggers it.
  5. How long will my first shortlist take? A straight estimate for your specific role is worth more than a promise that everything is quick.
  6. Do you recruit in both cities? Candidates in Rawalpindi and Islamabad have different commutes and different expectations.
  7. Who is my contact? You need a person who knows your requirement, not a queue.
  8. What paperwork will I get? Verification records, contracts and invoices should all be available in writing.
  9. For managed staff, who pays what? Confirm who handles salaries, tax, EOBI and social-security contributions, and how disputes are dealt with.
  10. Can I see your company details? Ask for the business's registration and tax information, and check it.

Red flags

  • Guaranteed candidates on an unrealistic timeline, with no discussion of the role or the salary you are offering.
  • Vague answers about screening. If they cannot say what is checked, assume nothing is.
  • A flood of CVs. An agency that forwards a stack of unfiltered profiles is passing the sorting work back to you.
  • Unclear fee terms, or fees that change after you have chosen a candidate.
  • Pressure to sign a long exclusive contract before you have seen a single shortlist.

What to prepare before the first call

Agencies do better work, and quote more accurately, when you arrive prepared. Have these ready:

  • The job title, the main duties and the must-have skills.
  • The salary range you are prepared to pay.
  • The work location and hours, and whether the role is on-site.
  • Your target start date and how many people you need.
  • Whether the role is permanent, contract or managed.
  • Anything you need verified, such as references or a police character certificate for sensitive roles.

Choosing an agency in Islamabad and Rawalpindi

Twin-city hiring has local wrinkles that a national directory listing will not show. Candidates weigh commute heavily: someone in Satellite Town or Chaklala may happily take a job in Saddar and refuse one in F-10, even if the pay is better. Salary expectations also vary by sector and location.
