Why the details matter in Pakistan

Payroll sits on top of several rules that employers are expected to follow.

Income tax on salary is deducted by the employer. Under section 149 of the Income Tax Ordinance, 2001, employers deduct tax from salary and are expected to issue employees a certificate of the tax deducted. The Federal Board of Revenue publishes the Income Tax Ordinance and related guidance, and the rules change with each Finance Act, so a provider should be applying the current year's rules, not last year's.

Old-age benefits are a separate obligation. According to the Employees' Old-Age Benefits Institution (EOBI) website, eobi.gov.pk, the employer's contribution is 5% and the employee's contribution is 1% of the worker's minimum wage. Because it is tied to the minimum wage, the amount changes whenever the minimum wage does.

Minimum wages differ by jurisdiction. Islamabad and Punjab issue separate notifications. An employer with an office in Islamabad and a shop or warehouse in Rawalpindi can therefore have staff under two different wage floors.

  • Whether existing records need cleaning up before the first run.

Common payroll mistakes

  • Passing attendance and overtime figures late, then blaming the provider for delays.
  • Changing salaries verbally without updating the contract or telling payroll.
  • Treating leavers casually, so final settlements are guessed.
  • Keeping no written record of allowances and deductions.
  • Assuming a payroll provider also handles hiring or HR disputes. It does not, unless you agree that.
