Permanent Recruitment: How Companies Can Hire the Right Long-Term Employees

Two candidates reach the final round for an accounts manager role. One has the stronger CV. The other has held every previous job for four years or more and comes with a reference from a former boss who says, unprompted, that the person fixed problems before anyone noticed them. Only one of those signals shows up on paper, and permanent recruitment is largely the work of finding the other kind before you make an offer.

What is permanent recruitment?

It goes by several names: permanent placement, direct-hire recruitment, full-time hiring. They all describe the same arrangement. The employee is yours from the first day. You issue the contract, you pay the salary, and you are responsible for the employment relationship. The agency's job is the search: understanding the role, finding candidates, checking them and putting the best ones in front of you.

That is why it differs from services where the agency remains involved after the person starts. Once a permanent hire has joined, the agency is out of the picture, apart from any replacement guarantee it offers.

Permanent, contract and managed staff compared

Companies often ask for "permanent staff" when what they need is something else. This table shows the difference:

The confusion that comes up most is between permanent recruitment and employee outsourcing. They are opposites in one respect: a permanent hire joins your payroll, while an outsourced employee never does. For the other side of that choice, see our guide to HR outsourcing and employee outsourcing, or the service pages for contract and temporary staffing and managed staff.

How does permanent recruitment work?

  1. Role briefing. The recruiter learns the responsibilities, must-have skills, the team and culture, and the budget.
  2. Sourcing. The agency searches its candidate pool and network rather than relying only on adverts.
  3. Screening and verification. Identity, references and role-specific skills are checked before shortlisting.
  4. Shortlist. You receive a small number of interview-ready profiles that match the brief.
  5. Interviews and decision. You meet the candidates and choose. This step is entirely yours.
  6. Offer and joining. The offer is agreed and the candidate serves any notice period with their current employer.
  7. Follow-up. If a replacement guarantee applies, it runs from the joining date.

Writing a brief that gets you the right person

The quality of a shortlist rarely rises above the quality of the brief. Before you call an agency, decide:

  • Must-haves and nice-to-haves. Separate the skills the person cannot start without from those they can learn. A long list of must-haves shrinks the pool to almost nobody.
  • The real salary range. Candidates and agencies both waste time when the budget is vague or optimistic.
  • The reporting line and team. People decide on who they will work for as much as what they will do.
  • What the first year looks like. What does success look like in month three and month twelve?
  • Deal-breakers. Working hours, travel, location and notice period, stated up front.
  • Your decision timeline. Good candidates rarely wait more than a few days for an answer.

Hiring for fit, not just skills

Skills can be tested. Fit takes more effort. A few habits help:

  • Ask every candidate the same core questions, so you can compare them fairly.
  • Use a short practical task related to the actual job.
  • Ask what they would want from their manager, and what made them leave previous jobs.
  • Speak to references properly. Ask what the person did particularly well, what they needed support with, and whether the referee would hire them again.

Common mistakes

  • A vague brief, which produces a vague shortlist.
  • Slow decisions. Weeks between interview rounds lose the best candidates.
  • Low offers, which attract people who are not your first choice.
  • Skipping reference checks because the interview went well.
  • Hiring in a panic, so that any available person feels like the answer.
  • Leaving terms undefined. Agree the probation period, notice period and working conditions in writing, and check the rules that apply to your business.

Permanent recruitment in Islamabad and Rawalpindi

Two local factors deserve attention. Commute is one: candidates from Rawalpindi will weigh a role in Blue Area or F-7 very differently from one at Saddar or Chaklala, and the reverse is also true. State the location clearly in the brief. Notice periods are the other. Strong candidates are often already employed, so a permanent hire may start weeks after the offer is accepted. If you need someone sooner, discuss contract or temporary cover in the meantime.

Common permanent roles in the twin cities include administration and front office, sales and business development, marketing, customer support, accounts and finance, IT and technical, operations and management.

How HireStaff.pk handles permanent recruitment

HireStaff.pk's permanent recruitment service covers the whole process for employers in Islamabad, Rawalpindi and across Pakistan: role briefing, active sourcing, verification and an interview-ready shortlist. The candidate joins your payroll from day one, with no intermediary and no ongoing agency involvement.

There is no charge to share a role or receive a shortlist. The placement fee is one month's salary of the person hired, charged only when you hire someone. If the person is not right or leaves within 6 months, a replacement is provided free of charge. For very senior or confidential roles, see executive search, and if you are still comparing providers, our staffing agency checklist covers what to ask.

Frequently asked questions

What is permanent recruitment?+

Permanent recruitment is hiring an employee onto your own payroll on an open-ended basis. An agency finds, screens and shortlists candidates, you make the hiring decision, and the person joins your company directly.

What is the difference between permanent recruitment and employee outsourcing?+

In permanent recruitment the person becomes your employee and is on your payroll from day one. In employee outsourcing, the agency employs the worker and places them with you, so they never join your payroll.

How much does permanent recruitment cost?+

HireStaff.pk's published placement fee is one month's salary of the person hired, charged only when a placement is made. There is no charge to share a role or receive a shortlist.

How long does it take to fill a permanent role?+

HireStaff.pk states that most roles are shortlisted within 48 to 72 hours of the requirement, with specialist roles taking longer. The full time to hire also depends on your interview schedule and the candidate's notice period.

What happens if a permanent hire does not work out?+

HireStaff.pk provides a free replacement if you are not happy with the person or they leave within 6 months.

Is permanent the same as full-time?+

Not exactly. Permanent describes an open-ended employment relationship, while full-time describes working hours. The two usually go together, but they are different things.
